Purpose of the Position
UNICEF is seeking a Regional Gender Adviser for the Middle East and North Africa Region (MENA), based in Amman Jordan. The Regional Gender Advisers post is part of UNICEF's efforts to significantly enhance its senior level gender expertise, especially in the field, in order to implement the organization's new Gender Action Plan 2014-2017 (GAP). The GAP is an ambitious effort at catalyzing field level programming and results that advance gender equality and the empowerment of women and girls in key areas of UNICEF's work. It specifies four targeted priorities - ending child marriage, promoting gender-responsive adolescent health, advancing girl's secondary education, and addressing gender-based violence in emergencies.  It also provides a gender focus on key results in the seven sectoral areas of UNICEF's work: Health, Nutrition, Water Sanitation & Hygiene, Education, Child Protection, HIV/AIDs and Social Inclusion.
The Regional Gender Advisor is the anchor for UNICEF's programmatic and institutional efforts to advance gender equitable results in all the countries within a specified region. The position serves as the most senior gender expert in each of UNICEF's 7 regions (MENA, EAPRO, ROSA, LACRO, CEE/CIS, ESARO and WCARO), supporting the development, application, and achievement of goals and strategies on gender programming for countries of his/her specific region, in alignment with UNICEF's Gender Action Plan and Strategic Plan 2014-2017.  The Regional Gender Advisor reports to the Deputy Regional Director at the Regional Office.
S/he provides leadership and support on gender in three specific areas: a) programme excellence; b) coordination, management and oversight; and c) partnerships and resource mobilization. The Regional Gender Advisor works closely with the Regional Director, Deputy Director and other Regional Advisors to provide integrated technical, programmatic, and strategic input on gender as well as coordination and oversight on monitoring and reporting gender results. The Regional Gender Advisor also supports Country Offices in developing and implementing high quality and results-oriented gender-related programmes, policies, strategies and systems across sectors.
 
Key Expected Results
1. Technical leadership on gender: The Regional Gender Advisor will provide strong technical leadership on gender programming, enhancing the ability of Regional and Country offices to deliver on programmatic results on gender equality.  S/he will support Country Programmes to design, implement, and evaluate results-oriented sectoral and cross-sectoral programming on gender, in alignment with the GAP and regional priorities.
2. Enhanced capacity and skills: The incumbent will ensure that enhanced capacity and skills on gender - through hiring as well as through training- are integrated into existing regional structures and plans so that the Regional Office, Country Offices and UNICEF partners have increased expertise, skills and capacity to develop, implement, monitor, and manage high quality, results-oriented sectoral and cross-sectoral gender programming.
3. Quality research and evidence-building: The incumbent will work to strengthen the quality of research and evidence building on gender related programming in the Regional and Country offices.  S/he will bring in the latest in learning and insights from the field of gender and development, and put in place a coherent, well-prioritized research agenda in alignment with the GAP.  His/her effort should enhance the quality of indicators, research and evidence on gender-related programmes within the region.
4. Cohesion and prioritization of gender programming: The incumbent will develop and update a regional GAP implementation plan, including results matrices based on the GAP, and reflecting regional priorities and inputs from Country Offices. S/he will coordinate across sectors, offices, and partners, increasing the prevalence of well-coordinated programmatic initiatives with a strong gender component at Regional and Country offices and among relevant governments and partners.
5. Emergency preparedness and response: The Regional Gender Advisor will support emergency preparedness measures through the development and updating of country contingency plans and establishment of early warning mechanisms with a clear identification of the gender dimensions. S/he would lead and/or participate in needs assessment missions on gender in conjunction with regional staff and HQ Divisions for the purposes of ensuring effective, gender-inclusive emergency preparedness and response.
6. Monitoring and reporting on results: The Regional Gender Advisor will collaborate with other regional advisors, especially the M&E Advisor, in providing support to COs in developing gender-inclusive theories of change and M&E frameworks. S/he will periodically review and analyse progress on key gender-related indicators and work with relevant counterparts to assess accuracy and provide feedback on both measurement and performance for the purposes of supporting the region in achieving the results of the GAP.
7. Management and systems strengthening: The incumbent will work with the Division of Human Resources and management to establish job requirements and performance accountabilities on GAP specified results for senior managers, gender specialists, and gender focal points. S/he will identify clear areas of success and challenges on gender-related performance measures and inform senior management in a timely fashion. S/he will support the enhancement of human resources, management oversight and institutional systems for gender programming.
8. Partnerships and representation: The Regional Advisor will enhance UNICEF's technical leadership role as a credible regional voice on gender equality among donors, government counterparts and partners. S/he will forge internal and external partnerships, provide high level representation in regional fora, programmes and networks. His/her effort should lead to effective communication and representation, expanded partnerships, heightened visibility, and increased resources and support for UNICEF's gender work at the regional and country levels.
 
Qualifications of Successful Candidate
- Advanced university degree in the social sciences (i.e. sociology, demography, psychology, political science and economics), public health, public policy or international development. A concentration in gender is a strong asset.
- At least twelve years of progressively responsible relevant work experience/ demonstrated track record. The majority of which should include having undertaken and led substantive programming research on gender and development in key issue areas that are the focus of UNICEF's Gender Action Plan.
- Preference for candidates with experience in delivering results-based programmes on gender and development.
- Experience in programme management and leadership, especially at country/field level is essential.
- Previous background and experience in emergencies is required for the positions in MENA.
- Experience with humanitarian programming is required.
- Fluency in English is required. Knowledge of Arabic is an asset.

Technical Competencies of Successful Candidate:- Strong substantive, technical, programmatic and research skills in gender along with sectoral expertise in at least two of the following sectors: Health, Education, WASH, HIV/AIDS, Protection, Social Policy or combined expertise in Adolescents.
- Proven ability to connect sectoral issues and programmatic approaches on gender.
- Proven rigor in analytical, conceptual and programme design skills relevant to gender and development with an understanding of theories of change and path from intervention to results
- Demonstrated experience with different methods/ approaches on training to build capacity on the technical aspects of gender programming and analysis for a diverse set of stakeholders
- Wide knowledge and understanding of global gender equality issues, specifically relating to children and women, and the current trends, methods and approaches. Familiarity and work experience in the region of preferred placement also an asset.
- Demonstrated experience in conducting rigorous research and analysis on gender, including quantitative research methodologies, and monitoring and evaluation.
- Demonstrated success in developing proposals and securing resources for programme and research initiatives with a strong gender component.
