Purpose of the Position
Under
the overall guidance of the Senior Education Adviser, Education
Section, the incumbent is responsible for management and coordination of
UNICEF contributions to the Global Partnership for Education processes.
Key Expected Results
1.
Coordinates and provides support to Regional and Country offices on
their participation in the GPE, including the provision of guidance on
the entire GPE process from application for funding, proposal
development and implementation and follow-up. This includes liaison with
the Senior Advisor responsible for access/OOSC and COs to ensure
consistency in dealing with EAC and GPE and overlapping results are
achieved. Liaises extensively with Partnerships and Resource
Mobilisation Office (PARMO) to ensure provision of quality technical
support to countries and accurate budget and funding monitoring and
management.
End Result(s): UNICEF ROs/COs engagement in GPE processes at the country level strengthened.
2. Facilitates communication and information exchange between GPE Secretariat and UNICEF HQ, Regional and
Country Offices. Provides technical inputs into key GPE documents, and provides management support and coordinates UNICEF`s inputs into high-level conferences and events, to ensure UNICEF`s positions are accurately represented, promoted and advocated for through different GPE structures and processes including the Board, FAC, different Working Groups and GRA. Works closely with Education Section nominated focal points so that UNICEF`s contribution to GPE`s Implementation plan is timely, strategic and good quality.
End Result(s): On-time, high-quality, accurate information generated and shared between UNICEF HQ/RO/CO and GPE partners. UNICEF`s positions and inputs into the partnership process accurately communicated through the partnership networks.
3. Maintains a comprehensive database of reports, good practices, lessons, policy, and programme innovations on GPE for internal dissemination. Maintains a knowledge bank of informational assets and facilitate the dissemination of information using various channels for use by a variety of audiences to inform programming, policy and advocacy work. Ensure research findings are communicated to UNICEF and other development partners, so as to strengthen the evidence-based programming.
End Result(s): UNICEF staff and partners access to a rich and up-to-date knowledge base with external policies, programmes and initiatives that affect the education and equity agenda.
4. Facilitates seamless linkages between Office of the Deputy Executive Director and UNICEF HQ offices on GPE processes. Contribute to the establishment of guidelines and systems to ensure greater co-ordination among the various UNICEF offices engaged in GPE. Provides management support to the DED`s office as needed in the execution of their leadership functions within GPE.
End Result(s): Effective coordination mechanisms between various UNICEF HQ offices established. DED`s office adequately supported for effective leadership role in GPE.
Support the overall work of the education section through the provision of high quality briefings; representing UNICEF at relevant internal and external meetings; providing inputs into the work of others, and ensuring priority messages on education are effectively and consistently communicated.

Qualifications of Successful Candidate
-
Advanced University degree (Master`s or equivalent) in Education or
other Social Sciences; or in other related technical fields.*
- Eight years of relevant work experience at the national and international levels in programme management, monitoring and evaluation, across education and other related fields. Experience in national education planning and understanding of education budgeting and statistics preferred.
- Fluency in English and another UN language.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
- Eight years of relevant work experience at the national and international levels in programme management, monitoring and evaluation, across education and other related fields. Experience in national education planning and understanding of education budgeting and statistics preferred.
- Fluency in English and another UN language.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
