The Inter-Agency Network for Education in Emergencies (INEE) is an open global network of over 10,000 practitioners, students, teachers, and staff from UN agencies, non-governmental organizations, donors, governments and universities who work together within a humanitarian and development framework to ensure all persons the right to quality education and a safe learning environment in emergencies and post-crisis recovery. The INEE Minimum Standards for Education: Preparedness, Response and Recovery is the network’s foundation tool. The Minimum Standards provide concrete guidance based on education rights and good practices to improve access to safe, relevant and quality education. The Minimum Standards Handbook has been translated in 27+ languages and have been used in over 110 countries.
In 2013, as part of INEE’s efforts to support education in conflict affected and fragile contexts, and to address the gap in practical field-friendly resources in this area, the INEE Working Group on Education and Fragility and the INEE Working Group on Minimum Standards in collaboration with other experts on education in conflict situations, developed and launched the INEE Conflict Sensitive Education (CSE) Pack. The CSE Pack aims to support the integration of conflict sensitivity in education policies and programs and to strengthen institutional and individual capacity of stakeholders in developing and implementing conflict sensitive education plans and strategies.

Conflict sensitive education (CSE) refers to the design and delivery of education programs and policies in a way that considers the conflict context and aims to minimize the negative impact (contribution to conflict) and maximize positive impact (contribution to peace). Building off these materials, INEE is developing a 90-minute CSE module and an in-depth 2-day training package to further support capacity development around conflict sensitive education policy and programming. As a next step in capacity building around conflict sensitive education, INEE is hiring a Conflict Sensitive Education Capacity Development Project Coordinator to lead the organization, facilitation,  roll-out of a capacity development strategy that will include in-person trainings, orientations on CSE, webinar-based sessions, follow-up and virtual technical support for on CSE.
The CSE Capacity Development Project Coordinator will lead the organization and facilitation of at least 5 inter-agency trainings including in, but not limited to, the following countries: Chad, DRC, Sierra Leone, Burundi, Ethiopia, Somalia, South Sudan, Yemen, Pakistan, Myanmar, Uganda, Liberia, and Cote d’Ivoire. Efforts will focus on developing training and follow-up strategies to ensure the greatest impact of all training and capacity development activities.
The CSE Capacity Development Project Coordinator will also support the promotion of the CSE pack via various outlets, including blog posts, listserv messages, and contribute to new and ongoing INEE activities related to CSE. The CSE Capacity Development Project Coordinator reports to the INEE Coordinator for Minimum Standards and Network Tools.
Key tasks and responsibilities:
  • Lead the organization and facilitation of at least five two-day, in-country workshops using the INEE CSE training package and CSE Pack. All trainings must be developed in close collaboration with partners in-country in order to build on ongoing or planned work at the country-level and to tailor trainings to address partners’ specific capacity development needs, priorities and existing capacities. Develop additional training and workshop materials as needed.
  • Following each training, the CSE Capacity Development Project Coordinator will produce a brief training report including participant evaluation analysis, and a packet of all training materials (PPT, agenda, exercises etc) used for the training: these will be shared with all participants, facilitators, host agencies, and other relevant partners and made available on the INEE website and Toolkit.
    • Develop and implement follow-up strategies to ensure the greatest impact of capacity development interventions. Collaborate with in-country partners to implement the follow-up strategies. Activities include timely follow-up with workshop participants, webinars, and providing virtual technical support to INEE members and training participants on conflict sensitive education strategies and the use and application of the CSE Pack.
    • Develop a brief guidance note on how to mainstream conflict sensitivity throughout the other modules included in the INEE-Education Cluster EiE Training Package Pack, available here.
    • Compile CSE training materials and adaptations developed by partners to develop the INEE Toolkit section on CSE, available here and the INEE webpage on CSE.
    • Manage the promotion of the CSE Pack. Write periodic blog posts and listserv messages on the CSE pack and CSE training activities to raise awareness and share lessons learned on CSE and CSE Capacity development with INEE members.
    • Manage the translation of the 90-minute CSE module and 2-day training package into Arabic and French.
    • Contribute to donor reports on CSE and contribute to new and ongoing INEE activities related to CSE.
    • Contribute to other INEE initiatives, as requested.

 Requirements:
  • MA degree in a relevant field required (e.g. education, social work, international relations, refugee issues)
  • Minimum of five years relevant professional experience, working on issues related to conflict sensitive education, capacity development, education programming and advocacy in conflict-affected contexts, education and peacebuilding, and/or education for refugees and IDPs.
  • Familiarity with the concepts of conflict sensitive education and demonstrated knowledge of the INEE Minimum Standards: Preparedness, Response, Recovery. Participation in INEE MS activities such as training workshops, consultations, and policy-roundtables preferred. 
  • Willingness to travel up to 65% of the time.
  • Experience leading and facilitating education in emergencies-related trainings. Previous experience conducting INEE MS or CSE trainings is strongly desirable.
  • Excellent organizational skills, attention to detail, the ability to manage complex projects and deadlines
  • Excellent facilitation, communication and interpersonal skills; proven leadership and evaluation facilitation skills working; ability to work with multiple and diverse stakeholders
  • Fluent in English. Ability to conduct trainings in French and/or Arabic is strongly preferred.
