Purpose of the Position
Under the guidance of the Senior Advisor, Armed Violence & Weapons, the incumbent supports and facilitates the planning, implementation, monitoring and evaluation of projects in countries which have UNICEF mine action, small arms, armed violence reduction/prevention and other weapons-related programmes.
 
Key Expected Results
1. Supports and facilitates UNICEF activities and programmes in countries where there are UNICEF mine action, explosive remnants or war, small arms and armed violence programmes and other weapons-related work, ensuring the integration of gender considerations. Facilitates the achievement of programme objectives by providing direct support and assistance to programmatic needs and requests from regional and relevant country offices.

Effective UNICEF country programming to protect children and their families from the impacts of armed violence and weapons.

2. Liaises on programmatic matters with UN agencies and partners for mine action and small arms projects addressing landmines and Explosive Remnants of War (ERW),small arms/armed violence and other weapons-related work in affected countries. Coordinates with these offices for programme/project development, review, and follow up on implementation, recommendations and agreements.

Effective UNICEF country programming to protect children and their families from the impacts of armed violence and weapons.  Enhance knowledge management and sharing of best practices.  Enhanced coordination and consistency in UNICEF approach.

3. Undertakes periodic field visits to monitor programmes, as well as conducts periodic programme reviews with UN counterparts.  Proposes and/or undertakes action on operational activities affecting project management and implementation. Provides advice and assistance to staff and other partners in the planning, implementation, monitoring and evaluation of programme/ project(s).

Effective UNICEF country programming to protect children and their families from the impacts of armed violence and weapons.  Enhance knowledge management and sharing of best practices.  Enhanced coordination and consistency in UNICEF approach.  Maintenance of own standard of learning in terms of keeping current with field activities.

4. Supports the monitoring and analyses of potential emergencies in which landmines/ERWand other weapons may be a factor and ensures the relevant country, regional, and headquarters offices are alerted and provided with essential information.

End Result(s):

Rapid response and effective mobilization of human and financial resources for emergencies.

5. Facilitates the coordination of requests from regional and country level programme officers for planning and organising training programmes for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.

End Result(s):

Maintenance of high quality support and programming activities by UNICEF country office staff.  Increased effectiveness of advocacy interventions and of UNICEF`s profile.

6. Supports Team Leader in drafting statements, briefing notes and background documents relating to UNICEF armed violence and weapons-related activities for senior level staff and visitors. Ensures the accurate and timely input of project information and the issuance of status and donor reports.

End Result(s):

Donors and senior management receive up-to-date information relevant to their own work priorities and relevant to the Team.

7. Participates in the development and monitoring of the sectoral workplan.

End Result(s):

A more efficient, effective and accountable Team.
 
Qualifications of Successful Candidate
- Advanced university degree in social sciences, international development or other related technical field. Or equivalent in work experience. *

- Five years of relevant work experience at national and international levels, including experience related to information collection, analysis and presentation. Two or more years of UNICEF experience is an asset.

- Fluency in English and another UN language.

* A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
